It appears as if nearest neighbour filtering is used to scale images inside of
Image Controls with Scale..."Keep Ratio".  This is visually unappealing.  Given
that higher quality scaling algorithms are available elsewhere in LO (such as
those used by Writer and Impress for resizing pictures) it should be possible
to apply them here.

To reproduce: create an Image Control inside of a form.  Populate the control
with an image that is either larger/smaller than the control itself.  Ones with
line art/text work best.  Observe the scaling is different to if the same image
is inserted into a writer document and scaled to an equivalent size.
