Thanks cdiac for filing.
This is general behaviour: Ctrl+B for example has no effect either in that
situation.
What you want (maybe want) is a redefinition of 'text that has the focus'
The cursor just in front of after a word, implies that the word does not have
the focus.
(I would not dare to touch this, having no idea what could be affected by
changing this ;) )
