STYLE applies a style to the cell while the conditional format wants to apply one as well. Now as STYLE changes the cell we of course need to recalculate the conditional format again. Honestly right now I believe that using STYLE inside of conditional formats is a bad idea and see no reason to fix this problem. I would need to see a valid use case that actually does something that can't be done through adding a conditional format. Currently if I would do anything it would be to make using STYLE in a conditional format an error.
