The problem here is the new sub-menu created by the merging of headers and footers into one item on the drop-down. Is this really the best for the user? In this specific case, I use footers nearly every day, but cannot recall the last time I used a header. Others may have the opposite experience or use both frequently. While I suppose that the burgeoning of menu entries led to the decision to combine these, it means an extra step for those who use one of the features on the sub-menu, and is bothersome when the user uses only or predominantly one of 2+ items. While I have tried to resist any sort of knee-jerk reaction to change, I think that the menu reorganizations require a review and/or significant user input.
