The question mark thing means that a video codec is missing.

I wonder what codec is used in the videos you originally faced problems with.

Here is open source software to get the codec info:

One more mystery is what exactly PowerPoint does to the video when it
compresses it. It might use H.264 codec for the recompression, but I did not
find a clear explanation:

That said, it is never recommended to recompress your videos as you always lose
quality.
