reproduced in 3.3.4 and 3.5.3 on Fedora 64 bit (on Windows not tested)
steps to reproduce:
0. Open or create document in Writer with picture
1. Select this picture
2. Insert->Picture->From file
Expected: selected picture will replaced by another
Actually: 
In Writer: opens dialog "Picture" (from Format->Picture)
in Impress adds new picture

In Writer: It may be unfinished functionality. Somebody intended add this
functionality to dialog "Picture" but not finished this work. (I mean
functionality of replacing picture while keeping formatting of previous, as in
msWord)
in Impress: May be both feature and bug. But imho replacing picture while
keeping formatting of previous is useful feature.
