Demote and Promote are pretty routinely used in this context of rank within a
hierarchy. That is our use here.

And, theoretically, you could have styles assigned to the various heading,
numbering and bulleting that don't physically increase or decrease the
indenting in following the promote or demote actions.

Believe UI and labeling is correct as is, so Not a Bug, and would move to
resolve Wont Fix any suggestion to change.

But, out for broader UX comment.
