Problem description: 
In a spreadsheet with frozen rows, a multi-line comment on a cell in the frozen
portion only displays the portion of the comment above the frozen rows.


Steps to reproduce:
1. On a new spreadsheet click on cell A2
2. Select cell A1, right click, select 'Insert Comment'.
3. Enter text for more than one line.
4. Select cell A1, right click, select 'Show Comment'.
5. Scroll down the page to see comment cut off.

Current behavior:
When performing step 5 above, the portion of the comment not above the frozen
cells is cut off.

Expected behavior:
The comment should be visible regardless of whether the page is scrolled down
or not. If this is by design, the comment should at least be (completely)
visible if selected.
