Reproduce process:
Start LibreOffice (assuming portrait A4 paper is opend and I'm using mm unit
not inch).
Context menu -> Page -> Text direction: Right-to-left (vertical) -> OK
Main menu -> Insert -> Frame -> Frame -> OK
Context menu on the created frame -> Frame -> Heigh (at least) -> Input 10000
-> Change the forcus to other one -> then the Height is limited to the paper
width 209.99 mm ( not height ). 

Actual result:
a frame object's height is limited to the paper width.

Expected result:
a frame object's height is extended to the paper height.

I also confirmed this weird problem on a line object's height and in turn this
case is even shorter both page's height and width.
