Problem:
If I edit a document with LOOL leveraging Firefox/Chrome on a Windows desktop
I'm able to resize the browser window which makes the LOOL menu bar auto resize
with it. If I make the browser screen such small not all icons fit anymore an
arrow is shown to get to the additional icons. Despite the browser window size
one is always able to view or edit the document as it resizes automatically.

If I edit a document with LOOL on a mobile device (IOS, Android) the browser
window is fixed. The LOOL menu bar mostly does not fit the screen size and
instead of showing a arrow to get to the edditional icons you have to drag the
document window around by either moving the menu bar or the bottom status bar
around. Downside of that is;
* Not all LOOL menu and status bar icons are visible to the user, it is not
obvious to them there is more. Also this is not consistent with how the LOOL
menu bar works in a desktop browser. Menu bars should ajust to the screensize
and show an arrow if the bar is lager then the screen.
* Swiping the menu bar to get to the additional icons also moves the visible
part of the document. That may result in the part that you are about to edit
has just left the visible area. When moving the menu bar(s) around the visible
document are should stay where it is (this can be moved aroud by swiping in the
document area itself).
* Beside the LOOL menu not be fully visible, this results into that the
scrollbar is also not visible to the user. User now tries to swipe the document
to try to get to the next page. User now has to move be menu bar around to get
to the scrollbars.

On smaller screens (mobile device) this makes it almost impossible to make
small edits to a document as also the keyboard frequently keeps poppup up on
top of the document part your are trying to edit.
