The START position of the text appears to rotate as you change the angle of
rotation, but text always remains horizontal (0 degrees).

TEST - type a word into a cell. Right click on the cell, select "Format Cells"
-> Alignment - Text Orientation -> 90 Degrees (or any other), any reference
edge, any Horizontal and Vertical Alignment, click OK. The text is always
horizontal.
