With the version of LibreOffice Writer on Ubuntu GNOME 16.04 with GNOME 3.20 I
have noticed that even though (and I have tried turning them off and on again,
it makes no difference) the horizontal and vertical scroll bar options are
enabled, they do not show seemingly no matter what I do which is very annoying
for long documents.
This issue does not affect the GTK+2 LibreOffice version.
I initially reported this issue here but thought I should also file a report
upstream: https://bugs.launchpad.net/ubuntu/+source/libreoffice/+bug/1592572
