After further testing, the problem seems to occur when using a background image
anchored as character with a another draw element on it (the latest being
anchored by default (to paragraph in my case).
Deleted the background element makes the first layer draw elements probably
lost and it jumps to footer.
In my attached document you can use the document "writer document with few
forms" and go to last page. Delete the triangle form and the line on it jumps
to footer.
NOTE: should I open another bug report or not for this:
If you press CTRL + Z after deleting the triangle two triangles appear with
another location. Very strange.
