Looks like another duplicate of issue 96607. Same time the issue was initially
reported (end of 2015), same problem.
The initial description of issue 96607 imho perfectly describes the root cause
of the problem with document recovery without going through a long discussion
fist. Also that issue has severity high (which I believe is appropriate in the
case of data loss).
So I suggest you add your issue as a duplicate too.
