Reproduced with LibO 5.1.3 on Fedora 24, but I think this behavior is expected
i.e. not a bug.
What happens when a Japanese font (and/or its size) is chosen in the toolbar
depends on "locale setting" when no text has been available for automatic
detection of language.
It will change current *western text* font if "locale setting" is English or
another western language.
(You can observe the change by looking at the context menu > Character ... >
Font.)
fiftyigfuci_f_mi:
Go Preferences > Language Settings > Languages, and choose "Japanese" for
"Locale setting".
Then you will find selected Japanese font applied in the first place, as you
want.
