You are mistaken. Handout is a page you prepare to print and distribute to
people watching your presentation (hence the name Handout)
There should be a Handout Master (where you design the Handout page and decide
how many slides in each page) and a regular Handout where you would preview the
actual handout page to be printed in large size (it has the same function as
the Notes tab).

I believe a Handout tab is still useful in normal view (the preview in Print >
Handout is too small)
