Say we use conditional formatting with an icon set, that is: Format >
Conditional Formatting > Icon Set. Then the default units for our criteria
appear as the 2nd item in the drop-down list, "Percent".
It seems more natural, and the more basic use case, if that default was instead
the 1st item in the list, "Value".
