Your work-around for this by going to Format > Paragraph requires the insertion
of a page break at the beginning of the document, which is absolutely
undesirable for this purpose.
The bug, as originally described, requires fixing. I had to pull the document
into Microsoft Word to get it to work.
The interface is making an inappropriate check against the document's page
count when determining what the maximum offset should be.
