We need three UNO commands to toggle the position locking and unlocking of
objects. The option is available in the position and size dialog, but quick
access is needed to it from the menu bar, context menu, and keyboard.
Two commands that check the state of the locking and are enabled or disabled
based on it (useful in the context menu) and the third command would be a
checkbox option toggle the state (useful in the menu bar and keyboard).
