So i did some more digging and see that LO isnt importing the <draw:layer-set>
because its a child element of <draw:page>, which according to the ODF spec is
valid.

"The <draw:layer-set> element defines a set of layers. If placed inside a
<style:master-page> or <draw:page> element it defines a set of layers for that
page. If placed inside the <office:master-styles> element it defines a set of
layers for all pages that do not have their own set of layers."
