docx form with a protected area

Problem description:
In imported MS Word documents the option to disable the cursor in protected
areas does not work: The user is able to click into protected areas even when
the option “Enable cursor” is not set.

Steps to reproduce:
1. Open a MS Word document *.doc or *.docx with protected areas.
2. Make sure the “Enable cursors” option is not set: Tools → Options →
LibreOffice Writer→ Formatting Aids → Protected Areas: Enable cursor
3. Try to click into the protected area and respectively put the cursor there.

Current behavior:
The user is able to click into the protected area even when the “enable cursor”
option is not set.

Expected behavior:
The user should not be able to click into protected areas (as with protected
areas in *.odt documents) when the cursor is disabled.

Analysis:
in function SwCursorShell::HasReadonlySel   IsReadOnlyAvailable() is "false"
but should be "true"
