thanks for reporting this bug :) I can confirm it with
OS: Debian Testing AMD64 (so changing to "All" "All" instead of "All" "Windows
(All)" )

Gebietsschema: de-DE (de_DE.UTF-8)
(so changing the status to "New")
I found the culprit at
https://translations.documentfoundation.org/de/libo_ui/translate/officecfg/registry/data/org/openoffice/Office/UI.po#unit=108962930
and changed it to "Kommentar einfügen". This may be fixed in one of the next
daily builds, so it would be nice, if you could retest it then and report to
this bug again.
