Can you give the LibreOffice version and distribution you're using, and check
if OpenGL is enabled via menu Help -> About LibreOffice (what the string is
after "UI Render:").
I tested in Ubuntu 16.04 with LibreOffice 5.1.4.2 and 5.2.0.4, and the tooltips
for color names were visible in both.
