bibisect43all - problem goes back all the way as far as I can test in 16.04
(last36onmaster).
In case this helps, page2 (which becomes page3 after inserting the page break)
stayed the same (paragraph, picture, paragraph) up until it contained a single
paragraph only sometime in the 3 days between bad commit:
