Although the toolpanel extension appears to install correctly when using Tools
> Extension Manager > Add, no toolbar is registered in the View > Toolbar list,
or indeed, anywhere else.
Could this be a problem with the XCU file ?
Tested against LO5152 and master build 530 alpha for OSX 10.11.6 with the
corresponding SDK
