In locals where it is enabled the Text Direction is active in the left column,
so also adding the Page Numbering section to left column makes it a bit
off-balance.
There is more room on right (depending on how large we scale the page preview),
so believe adding to the right column would be cleaner--but might need to
adjust widths for the drop downs and carry the alignment though the column.
