I tried running LibreOffice from the terminal like this: "TIME_STYLE='ISO-8601'
soffice"

This is what I got:
"ls: invalid argument 'ISO-8601' for 'time style'
Valid arguments are:
  - [posix-]full-iso
  - [posix-]long-iso
  - [posix-]iso
  - [posix-]locale
  - +FORMAT (e.g., +%H:%M) for a 'date'-style format
Try 'ls --help' for more information.
/usr/bin/soffice: 175: exec: /usr/bin/oosplash: not found"

It's an error, but not the "invalid time style" error you mentioned. How did
you set the environmental variable?

LibreOffice 5.1.4.2 / Ubuntu 16.04
