The "Related Topics" section in LO help currently isn't localized.
Test procedure:
1. Go to https://help.libreoffice.org/Basic/Rnd_Function_Runtime or
https://help.libreoffice.org/Basic/Libraries,_Modules_and_Dialogs
2. Switch to any other language at the top of the page
Expected results:
2. "Related Topics" at the bottom of the page appears in the respective
language
Actual results:
2. "Related Topics" appears in English

Notes:
* It doesn't seem to be possible to localize that section name. I haven't been
able to find it neither in Pootle, nor searching for the string in the entire
help repository. (The section is invoked in many help articles, while its name
seems to be controlled in some place centrally.)
* This is about the "Related Topics" SECTION (<section id="relatedtopics">),
not a VARIABLE. There are plenty of "Related Topics" variable occurrences, all
of which seem to be localized.
