Text Body paragraphs after the first 'Heading 1' paragraph are inserted into
the generated table of contents. This behavior does not repeat after the second
or later 'Heading 1' paragraphs. [the rest of the generated TOC looks normal,
just includes heading paragraphs].
This is my initial edit of an existing odt file with LO 5.2.x
This breaks a major reason for using LO, as it impacts the table of contents
exported into any PDF [something LO does that Word does not do]
I have not tried to duplicate this starting with an empty document.

Steps to Reproduce:
1.Open document containing header and 'Text Body' paragraphs
2.Insert a TOC after the Title, and before the first Heading 1 paragraph
Actual Results:
Inserted TOC includes 'Text Body' paragraphs
Expected Results:
Inserted TOC includes only Header styles

Also observing this behavior on my work machine [Windows7] the Windows code
also includes the 'idxexample.odt' annoyance.
