Had a run on Windows 10 Pro 64-bit en-US both with and without OpenGL enabled
on both

The dialog/message boxes still render with white background with both OpenGL
rendering and default rendering, but the OpenGL rendering is still noticeably
more frequent as I move the clip box around or resize it and apply.

But the fact the layer glitch in the message box is happening in both render
engines suggests the issue may not be with OpenGL but the with methods used to
compose the dialog/message boxes.
