My 2 cents: Taking Moggi's No into account and, on the other hand, the fact
that we should give access to all relevant functions in the context menu, I
would show "Manage Conditional Formatting" in all variants with a formatting.
Sounds maybe like a redundancy but users explore functionality using the
context menu and will miss this option.
