Thank you for your reply. The fix you suggest would only partially resolve the
problem. It assumes that I only use an outline in a particular kind of
document, or that I use outlines in isolation from other kinds of writing. If
that were the case, then every time I want an outline, I could open the
template and start.

However, I (and other writers) often include an outline in the middle of some
larger document. Sometimes we do not know that there even will be an outline
included until the document is partly finished. Sometimes I start by writing
prose, get half-way through, and then revert to outline as a way of quickly
sketching out the end (to be fleshed out at a future session).

In order for me to use your template solution, I would have to use the template
for every document, just in case I should decide to include an outline. This is
an ugly kluge, but I cannot deny that it would work.
