Steps:
1) Open writer in default toolbar mode
2) Switch to notebookbar mode
3) File > Open
4) Select a file
5) Menu bar is visible and Notebookbar has disappeared
This seems similar to bug 102063. If the notebookbar cant maintain mode, then
it becomes quite useless.
