I'm not entirely sure what "frozen" is supposed to mean here (I'd assume it's
set that the mentioned columns/rows always stay visible, but that isn't the
case in the sample spreadsheet).
However, rows 1-4 are simply hidden, if you right click the separator between
row 5 and the header, and click Show Rows, or double click the separator, the
rows will appear again (one by one).
A small issue I can see is that the rows being hidden is not apparent, the
separator between normal rows is thicker if there are hidden rows, but here it
isn't.
