Seems unlikely - I believe we download the whole file first to get to the ZIP
manifest at the end of the file, and then package will work on it - so network
effects shouldn't have any effect. But of course it is easy to test.
Can you re-try with: export MAX_CONCURRENCY=1 into your environment, and
re-test ?
