As far as as I know it's a general international recommendation to use a Thin
space as thousands separator, also see
<https://en.wikipedia.org/wiki/Decimal_mark#Digit_grouping>
"for numbers with many digits the digits may be divided into groups of three by
a thin space, in order to facilitate reading. Neither dots nor commas are
inserted in the spaces between groups of three".
LibO should allow th use a thin space alternatively to different localization
related digit group separators.
Activation in CALC could be by an additional checkbox in Menu 'Format -> Cells
-> Numbers'.
In Writer a similar checkbox in the 'Tabe -> Number Format' dialog would be
appropriate.
I can't tell whether other formatting dialogs have to be considered.
