Steps:
1) Open two documents in writer in default toolbar layout
2) In one of the windows, switch to notebookbar
3) Now switch to the other window and the notebookbar will appear and menubar
will disappear (likely thanks to bug 102063, as before that fix this didnt
happen), but the toolbars will still be present
