I doubt it can be fixed.
Bold and italics are not used for Arabic text. That's why Times New Roman and
Arial do not contain Arabic glyphs in bold/italic versions.
Some applications use Windows GDI that imitates them by skewing/overlaying the
basic font.
LO draws the fonts directly, so it cannot use that.
