Yes. I was talking about the other comments in github (e.g. Debian).

For some reason you ignored the first part of my comment:

That is, starting with upstream 5.2 (and backported to Fedora's 5.1) the
menubar is handled completely by gtk, thus the menu theme code you mention is
*unused*.
