Thank you for the test file, I understand better what you mean.
Reproducible with LibreOffice 5.2.3.0+ and the master under Ubuntu 16.04
x86-64.
>From my point of view, the main issue is that deleting this used style does not
trigger any warning. The Style and Formatting panel seems to not know that this
character style is used somewhere in the document.
