Steps
1. Open attachment 69995 and notice that it might automatically jump to page 2
2. Scroll to bottom of document
3. Scroll to top of document
4. Once reaching top of page 1, it jumps me back to page 2
Regression as this doesnt happen in 3.6. 4.0 and 4.1 are really buggy to use
with this document. Not sure bibisect is needed for this.
