This window pops up when I click on files in the jump list
Problem description: soffice.bin -system error "The program can't start because
sal3.dll is missing from your computer. Try reinstalling the program to fix
this problem.
Steps to reproduce:Pin office to start bar
1. ....click and drag to bring up the sump list on start bar
2. ....click any recent file on the jump list
3. ....observe the pop up window that hates you
Current behavior:error window
Expected behavior:open the file
Platform (if different from the browser): Window 7 pro
