Want you want to do is impossible. The needed attribute 'text:start-value="1"'
is an attribute of a single list-item and does not exists as style.

The setting 'Restart numbering from 1' refers to line numbering (that from menu
Tools > Line Numbering) and not to list numbering. The needed setting 'Restart
at this paragraph' is only available as direct formatting of the particular
paragraph, but not in a paragraph style.

Why not format the whole Question-Answers structure as one list and put the
questions on level 1 and the answers on level 2?
