It works as you describe: character and paragraph styles are selected according
what is active at the cursor. And also the direct formatting like bold, italic
etc. is toggled correctly.
Either I don't understand what you mean or it's buggy in 5.1.4 (testing with
5.3alpha). So could you please elaborate a little bit.
