Repro from scratch.
More detailed steps:
1. Create a new Impress document, cancel out of template selection
2. View - Slide Master
3. Right-click the content text box, select "Text"
4. Untick "Fit to frame", OK
5. Save as - Template
6. Open your template and check the "Text" settings
