The main concern is the date column labeled "waybill date". I had to remove sensitive information from the file but it will work to illustrate the problem I'm having. I was able to reproduce the problem with this file. What I'm doing is changing the date format of the "Waybill Date" column. Once I make that change in the initial CSV options dialog that comes up when you open a CSV file the change isn't reflected in the file.
