So lets leave this bug for toggling layer properties from the layer bar with
click functionality like regina suggested in comment 2 and to add context menu
entries for these options, as i mentioned in comment 4. If navigator gets
redesigned (bug 90244) and the layer bar is removed, then this can be closed as
WFM.
