This meta bug is to cover all occurrences of outline numbering, including the
Tools > Outline Numbering dialog and the Outline & Numbering tab found in
various dialogs like Paragraph. For outline numbers related to lists, use meta
bug 103364 (bullet and numbering dialog) or meta bug 103369 (bullet and number
lists), though some bugs will block multiple of these meta bugs.
