We try to make desktop publishing with free software. I tried to do with
Scribus, Inkscape, LibreOffice Draw.
Scribus has the best PDF rendering,
Inkscape provides a good graphic quality,
LibreOffice Draw is the easiest to use for users who wish to make a
publication, which should not necessarily be accurate design level, but the
data, graphics are very important, especially the relationship with LibreOffice
Calc for the preparation of charts.
I join 2 pdf file
one made with Scribus, they are all pdf Boxes.
Another file made with LibreOffice Draw they are only MediaBox.
Layer serve to visualize the location of different PDF boxes, it's just an idea
for improvement.
It is true that the layers are not very intuitive, in Inkscape they are easier
to apprehend.
