The integration of a layer control for the navigator is an excellent idea (Bug
90244), but in addition, a replacement for the control layers through tabs
currently have in LO Draw is necessary.
An alternative method that can be used by switching the page pane with a very
similar ui to other drawing applications like GIMP, Inkscape, Photoshop, Corel
Draw, etc.
There are many reasons to be, as the familiarity of users having a "typical"
layer control, a simpler option than that obtained with the navigator (typical
power users), etc.
I'll make a small mockup to show this idea.
